With the UK property market ending 2008 showing significant falls in both prices and number of sales attention has turned to the prospects for the coming year. Opinion is divided on what we can expect for 2009. Some property experts predict that the market will stabilize or even begin to recover whilst others less optimistically expect things will continue to decline further. In a recent survey major UK estate agents and lenders were asked to make predictions for property sales and valuations in 2009. The bad news for home owners is that there is little hope that house prices will recover over the next twelve months. On average it is expected that property values will drop a further 10-15 percent this year. None of the property experts questioned predicted a general increase in prices. For number of property sales predictions were a little more optimistic. Whilst some experts estimate that the number of house sales will fall others more confidently predict that sales will increase by as much as 10 percent.

Valentine’s Dinner Recipe – Venison Au Poivre For Two

Venison au Poivre for Two

Preparation time: 5-10 minutes

Cooking time: 5-10 minutes

Ingredients

• 1 tbsp each of knavish and white peppercorns

• 4 venison medallions

• 30g butter

• 100ml brandy

• 150ml water

• 75ml crème fraiche

The secret is to take the steaks out of the fridge about 10 minutes before you cook them so that they can crop up b grow up to room temperature. When the butter is sizzling (the pan should now be extremely hot), add the medallions and cook on one side for 2 minutes (if the medallions are thin you could cook for less – say 90 seconds), before turning and cooking for a further 60-90 seconds.

Venison is very prefer so is best eaten rare or it tends to get dry and chewy. When eaten rare the meat is so tender that it is almost like piercing through butter. It will continue cooking in the oven while it rests so put the medallions on one of the plates whilst you make the sauce.

Add the go of the butter to the pan, turn it down to a medium heat and add the shallots and stock cube. Sweat for five minutes so that the shallots soften but do not mask before pouring in the brandy and water to de-glaze the pan. Simmer the juices rapidly for a few minutes before turning the heat unerringly down and stirring in the crème fraiche.

Simmer for a few minutes more to reduce the crème fraiche and check for seasoning Serve with a crunchy, green salad and some small, waxy potatoes that you can either roast until crisp in the oven, or steam until tender. It is savoury accompanied with some kind of jelly like rosehip, quince or redcurrant.

When financial bubbles burst, the resulting credit contraction, forced liquidation of assets, deflation, and wealth destruction may reach catastrophic proportions.

In a deflationary environment, the weight of accumulated debt can sink the banking system and push the economy into depression. That is what needs to be prevented at all costs.

One way to accomplish this is to create money to offset the contraction of credit, recapitalise the banking system, and write off or write down the accumulated debt in an orderly manner.

The international financial system as it has evolved since the 1980’s has been dominated by the US and the so-called “Washington consensus.”

Far from providing a level playing field, it has favoured the countries that are in control of the International Financial Institutions (IFIs), notably the US, to the detriment of the countries at the periphery of the world economy.

The periphery countries have been subject to the market discipline dictated by the Washington consensus, exposing them to a series of financial crises, while the US has been exempt from it, sucking up global savings to maintain an ever-increasing current account deficit.

This state of affairs might have continued indefinitely, because America’s willingness to run a chronic external deficit was matched by other countries’ willingness to run chronic surpluses.

The current financial crisis both ended it and revealed how unfair the system is, because the crisis originated in the US, but is doing more damage to the periphery countries.

The damage to the periphery is a recent development, following the bankruptcy of Lehman Brothers, and its significance has not yet been fully recognised. The countries at the centre have effectively guaranteed their bank deposits, but the periphery countries cannot offer investors similarly convincing assurances. As a result, capital is fleeing the periphery, it is difficult to roll over maturing loans, and exports suffer from the lack of financing.

This leaves the IFIs’ future dependent on how well they cope with a novel task: shielding the periphery countries from a storm that has emanated from the centre, namely the US. Significant assistance is needed to protect periphery countries’ financial systems, including trade finance, and to enable their governments to engage in counter-cyclical fiscal policies.

The former requires large contingency funds to be available on short notice for relatively short periods of time. The latter requires long-term financing. But the fact is that the roughly $200 billion in uncommitted funds that the International Monetary Fund (IMF) has at its disposal is not nearly enough to offer meaningful assistance, given the potential needs. So what is to be done?

The simplest solution is to create more money. The mechanism for issuing Special Drawing Rights (SDRs) already exists. All it takes to activate it is the approval of 85 per cent of the IMF’s membership. In the past, the US has been the holdout opposing it. Creating additional money supply is the right response to the collapse of credit. That is what the US is doing domestically. Why not do it internationally?

Ironically, SDRs would not be of much use in providing short-term liquidity, but would be very helpful in enabling periphery countries to engage in counter-cyclical policies if rich countries donated their allocations to poor countries.

If it were implemented on a large scale – say $1 trillion – the SDR scheme could make a major contribution to fighting the recession and fulfilling the United Nations’ Millennium Development Goals.

This seemingly selfless act by rich countries would actually serve their enlightened self-interest by stimulating the global economy and shoring up their export markets.

In addition to donating their SDR allocations, the major developed countries should jointly guarantee, within agreed limits, longer-term government bonds issued by periphery countries.

Regional arrangements should be encouraged, provided they are within an international framework. For example, the European Investment Bank and the European Bank for Reconstruction and Development should finance public works in Ukraine in conjunction with the IMF package.

China’s interest in Africa and other raw-material-producing areas should be encouraged, provided China observes the Extractive Industries Transparency Initiative and other international standards.
